About Us:

KidsFirst Adoption Services has been working in adoption since 1999 out of our Indianapolis offices. In the past, we have been able to place children from China, Guatemala, Kazakhstan, and Russia - in addition to the countries in our current roster. As an agency, we have grown by word of mouth for always being there to help our adoptive families when they need it, and for providing the necessary guidance to find loving additions to any home. We take great pride in our work. When working internationally, we ensure that information we receive about a child's social/medical history is complete and trustworthy. The countries we work in provide adoptions that are reliable and can be completed in a timely manner. We have faith in our overseas teams, that our families will be directed through the process (both prior to, and during travel) in a professional and courteous manner.

After placing international children in loving families for a number of years, we created a Domestic adoption program. We have operated this program for over 6 years now, and are pleased to offer it as an option to families who want to expand through adoption. We are excited for the future of this program, as our families have had a tremendous amount of success with it. We look forward to expanding even further in the future to assist more birth parents through the difficult process of adoption.

KidsFirst Adoption Services, LLC. (KFAS) is an Indiana licensed, private adoption agency founded in 1998 by Inna and Steven Pecar. Inna immigrated to the United States from Ukraine in 1991. She has a Master's degree in social work. Her husband, Steven Pecar, is a U.S.-born attorney.  KidsFirst began operations in March of 1999, and has continuously placed (or assisted in the placement of) children since. KidsFirst International Adoption, Inc. (KFIA) is a non-profit adoption agency licensed in 2006 to provide adoption services in accordance with the "Hague Convention on the Protection of Children and Cooperation in Respect of Inter-country Adoption". KFIA primarily provides adoption services for the placement of children from "Convention" countries, including but not limited to Bulgaria, Poland, and the Dominican Republic. KFIA is a licensed child-placing agency in the state of Indiana. Although KFIA has primary responsibility over placements from "Convention" countries, (with full disclosure to our clients) KFAS may, in some cases, provide some of the necessary adoption services with KFIA. The fees involved in these adoptions will not be affected, although some of the amounts disclosed may be paid directly to KFAS.

KidsFirst Adoption Services and KidsFirst International Adoption were formed to assist in the placement of children in qualified, loving homes. We currently work extensively with families adopting children from Bulgaria, Poland, the Dominican Republic, Ukraine, and the United States. We have also assisted families adopting from numerous other countries.

  • We provide domestic and international home study services, as well as post-placement, post-adoption reporting, and legal services.

We place children with couples, as well as with single individuals. We are currently only able to place children with single men through domestic adoption, dependent on the preferences of the birth mother. Prospective parents may be precluded from adopting by their criminal histories, medical issues, or psychological conditions. This is reviewed on a case-by-case basis. Families of any size are eligible to adopt. All applicants shall be required to have a current (less than 1 year) home study, conducted by our caseworkers or the social workers of another licensed agency. This is to determine the suitability of the applicants and their home. A home study is a detailed examination of the applicants and their families to determine if the applicants can provide a good home for an adopted child.


At KidsFirst, our main priority is to make placements that are right for the all of the children and families involved. We would never want a family to take on more than they can handle. We would never push a family to go beyond their level of comfort in regard to special needs or a medical issue. For this reason, before a family establishes the parameters of a child they would accept, we sit down with each family to carefully review common special needs cases. During the process of accepting referrals, we require families to consult with an outside medical professional for a second opinion. This helps our families to make informed decisions.
